A bill for an act
relating to higher education; increasing the size of the MnSCU Board of Trustees
and changing appointments to the board; amending Minnesota Statutes 2006,
section 136F.02, subdivision 1; repealing Minnesota Statutes 2006, sections
136F.03; 136F.04.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2006, section 136F.02, subdivision 1, is amended to read:


Subdivision 1.

Membership.

and three members who are students appointed under paragraph (b)

Sec. 2. new text begin TRANSITIONAL APPOINTMENTS TO BOARD OF TRUSTEES.

new text begin Beginning in 2008 and notwithstanding Minnesota Statutes, section 136F.02,
appointing authorities under section 1 shall make appointments to the board of trustees
according to this section. Beginning in 2008 and every six years thereafter, one member
of the board of trustees shall be appointed by the Inter Faculty Organization (IFO), the
Minnesota State College Faculty (MSCF), and the Minnesota Association of Professional
Employees (MAPE). Beginning in 2010 and every six years thereafter, one member of
the board of trustees shall be appointed by the American Federation of State, County and
Municipal Employees (AFSCME). Beginning in 2012 and every six years thereafter, one
member of the board of trustees shall be appointed by the AFL-CIO. Beginning in 2008
and every even-numbered year thereafter, the governor, the subcommittee on committees
of the senate, and the speaker of the house of representatives shall each appoint one
member of the board of trustees and one student member of the board of trustees.
