  1.1                          A bill for an act 
  1.2             relating to health; providing additional funding for 
  1.3             the primary care physician training initiative; 
  1.4             appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION; PRIMARY CARE PHYSICIAN TRAINING 
  1.7   INITIATIVE.] 
  1.8      $1,000,000 in fiscal year 2000 and $1,000,000 in fiscal 
  1.9   year 2001 is appropriated from the health care access fund to 
  1.10  the board of regents of the University of Minnesota for the 
  1.11  University of Minnesota medical school to enhance the primary 
  1.12  care physician training initiative.  This appropriation shall be 
  1.13  used to expand successful programs that train primary care 
  1.14  physicians and teach the primary care skills that are central to 
  1.15  good medical care by supporting activities in the following 
  1.16  areas: 
  1.17     (1) further development of specific curriculum elements, 
  1.18  including clinical skills, communication with patients, and 
  1.19  evidence-based medicine, with a focus on the areas of emergency 
  1.20  medicine and caring for women with life threatening primary care 
  1.21  medical problems; 
  1.22     (2) further expansion of rural programs designed to educate 
  1.23  residents about the health care needs of rural communities and 
  1.24  to encourage placement of physicians in rural Minnesota; and 
  1.25     (3) enhancement of faculty development and program quality 
  2.1   improvement and evaluation. 
  2.2      This appropriation is in addition to current base level 
  2.3   funding for the primary care physician training initiative, and 
  2.4   shall become part of the base level funding for that initiative. 
  2.5   Unexpended funds for fiscal year 2000 do not cancel but are 
  2.6   available for fiscal year 2001.
