  1.1                          A bill for an act 
  1.2             relating to education; providing for a grant to the 
  1.3             Richard Green Institute; appropriating money. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATION.] 
  1.6      Subdivision 1.  [DEPARTMENT OF CHILDREN, FAMILIES, AND 
  1.7   LEARNING.] The following sums are appropriated from the general 
  1.8   fund to the department of children, families, and learning in 
  1.9   the fiscal years indicated. 
  1.10     Subd. 2.  [RICHARD GREEN INSTITUTE.] For a grant to the 
  1.11  Richard Green Institute: 
  1.12       $1,358,200     .....     2000
  1.13     This appropriation is available until June 30, 2001. 
  1.14     $850,000 of the appropriation must be used for a study of a 
  1.15  projected teacher shortage and alternative teacher licensure 
  1.16  programs, including an evaluation of existing teacher of color 
  1.17  programs.  The results and recommendations of the study must be 
  1.18  reported to the education committees of the legislature by 
  1.19  January 10, 2001.  $290,000 of the appropriation must be used 
  1.20  for developing best practices for Minnesota post-secondary 
  1.21  institutions to prepare urban teachers.  $218,200 of the 
  1.22  appropriation must be used for a professional development 
  1.23  program for nonlicensed school personnel.
