A bill for an act
relating to education; reestablishing a
non-school-hours enrichment grant program;
appropriating money; proposing coding for new law in
Minnesota Statutes, chapter 124D.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

PROGRAM.

new text begin A competitive statewide
non-school-hours enrichment grant program is established
authorizing the commissioner to provide implementation grants to
community or nonprofit organizations, political subdivisions, or
school-based programs. Consistent with the criteria in this
section, the commissioner must give first preference to
applicants proposing to enter into a partnership with a public
school identified by the commissioner in the current school year
as not making adequate yearly progress under sections 120B.35
and 120B.36.

new text begin Program participants are
expected to achieve the following outcomes:

new text begin (1) increase the number of children participating in
adult-supervised programs in nonschool hours;
new text end

new text begin (2) support students' academic achievement in core academic
standards under section 120B.021, including language arts and
mathematics;
new text end

new text begin (3) reduce the amount of juvenile crime;
new text end

new text begin (4) increase students' school attendance rates and reduce
the number of student suspensions from school;
new text end

new text begin (5) increase the number of youth engaged in community
service and other related activities designed to improve
character, strengthen families, and instill community values;

new text begin (6) increase students' interest and skills in technology,
the arts, sports, and other related activities; and
new text end

new text begin (7) increase and support the academic achievement of
adolescent parents.

new text begin An applicant must develop an
implementation plan for a non-school-hours enrichment program
for children and youth that expects the applicant to:

new text begin (1) collaborate with and leverage existing, effective
community resources;
new text end

new text begin (2) engage in creative outreach to children and youth;
new text end

new text begin (3) involve local governments, including park and
recreation boards or schools, unless no government agency is
appropriate;
new text end

new text begin (4) maintain community control over the design of the
enrichment program; and
new text end

new text begin (5) identify nonpublic funding sources.

new text begin An applicant must submit
its implementation plan to the commissioner according to the
commissioner's directions. Consistent with this section, the
commissioner must award grants to applicants with approved
implementation plans.

2005-2006 school year and later.

new text begin $5,000,000 in fiscal year 2006 is appropriated from the
general fund to the commissioner of education for
non-school-hours enrichment grants under Minnesota Statutes,
section 124D.2211.
