vehicle recreation area.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

VEHICLE RECREATION AREA, AITKIN COUNTY.] new text begin The Big Sandy
Off-Highway Vehicle Recreation Area is established in Aitkin
County.

new text begin Subd. 2. new text end

new text begin Acquisition and management. new text end

new text begin The commissioner of
natural resources may acquire, by gift or purchase, the lands
for the Big Sandy Off-Highway Vehicle Recreation Area. The
commissioner shall manage the unit as a state recreation area as
provided under Minnesota Statutes, section 86A.05, subdivision
3. The commissioner shall develop and manage the area for
recreational use of off-highway vehicles, as defined under
Minnesota Statutes, section 84.771. An off-highway vehicle
operated in the Big Sandy Off-Highway Vehicle Recreation Area
must be properly registered under Minnesota Statutes, chapter 84.

new text begin Advisory committee. new text end

new text begin (a) A local area advisory
committee is established to provide direction on the
establishment, planning, development, and operation of the Big
Sandy Off-Highway Vehicle Recreation Area. Except as provided
in paragraph (b), the commissioner of natural resources shall
appoint the members of the advisory committee.

new text begin (b) Membership on the advisory committee shall include:

new text begin (1) a representative of the All-Terrain Vehicle Association
of Minnesota;
new text end

new text begin (2) a representative of the Amateur Riders Motorcycle
Association;
new text end

new text begin (3) a representative of the Minnesota Four Wheel Drive
Association;
new text end

new text begin (4) a representative of the Aitkin County Board;
new text end

new text begin (5) a state representative appointed by the speaker of the
house of representatives;
new text end

new text begin (6) a state senator appointed by the senate Committee on
Committees;
new text end

new text begin (7) a designee of the local environmental community
selected by an area environmental organization; and
new text end

new text begin (8) a designee of the local tourism community, selected by
the McGregor Area Chamber of Commerce.

new text begin (c) The advisory committee shall elect a chair and meetings
shall be at the call of the chair.

new text begin (d) The advisory committee members shall serve as
volunteers and accept no per diem.

new text begin The commissioner of natural
resources and the local area advisory committee shall
cooperatively develop a comprehensive management plan that
provides for:

new text begin (1) multiple use recreation for off-highway vehicles;
new text end

new text begin (2) protection of natural resources;
new text end

new text begin (3) limited timber management;
new text end

new text begin (4) land acquisition needs; and
new text end

new text begin (5) road and facility development.

new text begin The completed management plan shall serve as the master plan for
purposes of Minnesota Statutes, section 86A.09.

new text begin The following described land is
located within the boundaries of the Big Sandy Off-Highway
Vehicle Recreation Area: the Southeast Quarter of the Southeast
Quarter of Section 9, Township 49 North, Range 23 West, Aitkin
County.
