A bill for an act
relating to natural resources; appropriating money to study stormwater retention
and infiltration; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin STORMWATER RETENTION AND INFILTRATION STUDY;
APPROPRIATION.

new text begin $....... in fiscal year 2024 is appropriated from the general fund to the commissioner of
the Pollution Control Agency to evaluate the impact of stormwater retention and infiltration
in urban areas on groundwater and surface water, including the potential for contamination
from pollutants and the effects on stream water flow, lake levels, and groundwater recharge.
The commissioner must develop recommendations for when and where stormwater retention
and infiltration should be encouraged and discouraged. The commissioner must submit a
report with the recommendations to the chairs and ranking minority members of the house
of representatives and senate committees and divisions with jurisdiction over environment
and natural resources policy by January 15, 2024. This is a onetime appropriation.
