A bill for an act
relating to transportation; capital investment; appropriating money for certain
projects on U.S. Highway 10; authorizing sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) $17,000,000 is appropriated from the bond
proceeds fund to the commissioner of transportation for a grant to Anoka County to
complete the final design, land acquisition, and construction of the interchange of marked
U.S. Highway 10 and Anoka County State-Aid Highway 83 (Armstrong Boulevard) in the
city of Ramsey, and for associated improvements.

new text begin (b) $....... is appropriated from the bond proceeds account in the trunk highway fund
to the commissioner of transportation for the projects specified as follows:

new text begin (1) $....... for construction of an interchange at marked U.S. Highway 10 and Anoka
County State-Aid Highway 56 (Ramsey Boulevard) in the city of Ramsey;

new text begin (2) $....... for construction of an interchange at marked U.S. Highway 10 and Anoka
County State-Aid Highway 57 (Sunfish Lake Boulevard) in the city of Ramsey;

new text begin (3) $....... for construction of marked U.S. Highway 10 as a freeway, as defined in
Minnesota Statutes, section 160.02, subdivision 19, from the intersection with Anoka
County State-Aid Highway 83 (Armstrong Boulevard) in the city of Ramsey to the
interchange with Round Lake Boulevard in the city of Coon Rapids; and

new text begin (4) $30,000,000 to add a third travel lane in each direction on marked U.S. Highway
10 from the interchange with Round Lake Boulevard to the interchange with Hanson
Boulevard in the city of Coon Rapids.

new text begin (c) The commissioner may accept and expend funds from nonstate sources,
including but not limited to local funds and federal aid, for purposes of the projects
identified in this subdivision.

new text begin (a) To provide the money appropriated in this
section from the bond proceeds fund, the commissioner of management and budget shall
sell and issue bonds of the state in an amount up to $17,000,000 in the manner, upon the
terms, and with the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675,
and by the Minnesota Constitution, article XI, sections 4 to 7.

new text begin (b) To provide the money appropriated in this section from the bond proceeds
account in the trunk highway fund, the commissioner of management and budget shall sell
and issue bonds of the state in an amount up to $....... in the manner, upon the terms, and
with the effect prescribed by Minnesota Statutes, sections 167.50 to 167.52, and by the
Minnesota Constitution, article XIV, section 11, at the times and in the amounts requested
by the commissioner of transportation. The proceeds of the bonds, except accrued interest
and any premium received on the sales of the bonds, must be credited to a bond proceeds
account in the trunk highway fund.
