A bill for an act
relating to local government; establishing Metrodome Task Force.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin METRODOME TASK FORCE.

new text begin The Metrodome Task Force is established for the purpose
described in subdivision 2. The task force consists of:

new text begin (1) the chair of the Metropolitan Sports Facilities Commission;
new text end

new text begin (2) two members of the house of representatives, one from the majority party and
one from the minority party, appointed by the speaker of the house;
new text end

new text begin (3) two members of the senate, one from the majority party and one from the
minority party, appointed by the Subcommittee on Committees of the Rules and
Administration Committee;

new text begin (4) one representative of the Minnesota State High School League, appointed by
the league;
new text end

new text begin (5) one representative of the University of Minnesota, appointed by the Board of
Regents;
new text end

new text begin (6) one representative of the Upper Midwest Athletic Conference, appointed by
the conference;
new text end

new text begin (7) one representative of the Minnesota Intercollegiate Athletic Conference,
appointed by the conference;
new text end

new text begin (8) one representative of Minnesota State Colleges and Universities, appointed by
the Board of Trustees of the Minnesota State Colleges and Universities;

new text begin (9) one representative of the Minnesota Distance Running Association, appointed
by the association;

new text begin (10) one representative of amateur football, selected by the chair of the Metropolitan
Sports Facilities Commission from an organization that has sponsored amateur football
games at the Metrodome in the past three years and that is not represented in clauses
(4) to (8); and

new text begin (11) one representative of amateur baseball, selected by the chair of the Metropolitan
Sports Facilities Commission from an organization that has sponsored amateur baseball
games at the Metrodome in the past three years and that is not represented in clauses
(4) to (8).

new text begin Duties. new text end

new text begin The legislature finds that it is in the public interest to maintain
the Metrodome, as defined under Minnesota Statutes, section 473.551, subdivision 9, as
"Minnesota's playground" in the event that a contract with a National Football League
professional football team is not entered into after the end of the current team's 2011
playing season. The task force shall address the issue of how to keep the Metrodome as a
public use facility in the event there is no professional football team as a tenant. The task
force shall examine ways for the Metrodome to become a self-funded public use facility,
including, but not limited to, changes in use, fees, ownership, or management. The task
force shall recommend user fees for the Metrodome. If the task force determines that the
Metrodome could not be self-funded if maintained as a public use facility, the task force
shall recommend sources of funding to supplement Metrodome revenues. By January 15,
2013, the task force must submit a report to the chairs and ranking minority members of
the legislative committees with jurisdiction over local government operations.

new text begin (a) The chair of the Metropolitan Sports Facilities
Commission must convene the initial meeting of the task force by September 15, 2011.
The members of the task force must elect a chair or cochairs from the members at the
initial meeting.

new text begin (b) Members of the task force serve without compensation or payment of expenses.

new text begin (c) The task force expires January 15, 2013, or upon submission of the report
required under subdivision 2, whichever is earlier.

be completed by August 15, 2011.
