A bill for an act
relating to capital improvements; authorizing the issuance of state bonds;
appropriating money to construct the Victory Center in the city of Bird Island.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $....... is appropriated from the bond proceeds fund
to the commissioner of employment and economic development for a grant to the city
of Bird Island to predesign, design, construct, furnish, and equip the Tim Orth Memorial
Victory Center. The center will include a 2,500-seat basketball arena, a weight training
equipment area, locker rooms, indoor walking areas, storage areas, concession areas, and
offices. The center will also include a stage with lighting and audio-visual equipment.
The center's facilities will be used to provide physical therapy and rehabilitation for
injured children, athletic events for area schools, and fine arts and recreational events
for the community.

new text begin This appropriation is not available until the commissioner has determined that at
least an equal amount has been committed to the project from nonstate sources.

new text begin To provide the money appropriated in subdivision 1 from the
bond proceeds fund, the commissioner of finance shall sell and issue bonds of the state in
an amount up to $....... in the manner, upon the terms, and with the effect prescribed by
Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution,
article XI, sections 4 to 7.
