A bill for an act
relating to higher education; appropriating money to the Board of Regents of the
University of Minnesota to support clinical medical research and establish and
hire medical discovery teams; requesting a report to the legislature.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin UNIVERSITY OF MINNESOTA; MEDICAL SCHOOL
APPROPRIATION.

new text begin (a) $5,000,000 in fiscal year 2016 and $25,000,000 in fiscal year 2017 are
appropriated to the Board of Regents of the University of Minnesota for the medical
school to support clinical research and to establish and hire medical discovery teams.
Up to $2,000,000 of this appropriation may be used for nationally recognized rural and
urban physician training programs such as the Rural Physician Associate Program, the
Metropolitan Physicians Associate Program, and the Rural Medical Scholars Program.

new text begin (b) The University of Minnesota Medical School is requested to submit to the
governor and the chairs and ranking minority members of the legislative committees
with jurisdiction over higher education a biennial report on the medical discovery teams
that includes the following:

new text begin (1) progress on metrics and benchmarks adopted in the medical school's strategic plan;
new text end

new text begin (2) total increases in medical school philanthropy and National Institutes of Health
funding; and
new text end

new text begin (3) status of funding from Fairview Health Services to the medical school for
academic support and clinical research.
