  1.1                          A bill for an act 
  1.2             relating to regional planning; providing a grant to 
  1.3             the city of Mankato for the Mankato area growth 
  1.4             management and planning study; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [REGIONAL PLANNING APPROPRIATION.] 
  1.7      $200,000 is appropriated from the general fund to the 
  1.8   director of strategic and long-range planning to make a grant to 
  1.9   the city of Mankato to complete the Mankato area growth 
  1.10  management and planning study, phase 2.  The appropriation is 
  1.11  available until June 30, 2002.  The appropriation must be 
  1.12  matched by an in-kind donation of $200,000 in administrative, 
  1.13  technical, and higher educational internship support and 
  1.14  supervision.  The value of the in-kind donations must be 
  1.15  determined by the commissioner of finance. 
  1.16     The city shall serve as fiscal agent to complete the study 
  1.17  under the 1997 regional planning joint powers agreement among 
  1.18  the cities of Mankato, North Mankato, and Eagle Lake; the 
  1.19  counties of Nicollet and Blue Earth; and the towns of Mankato, 
  1.20  South Bend, Lime, Decerta, and Belgrade, without limitation on 
  1.21  the rights of the parties to that agreement to add or remove 
  1.22  members.  The study is intended as an alternative to 
  1.23  community-based planning.  The study is intended to address the 
  1.24  following: 
  1.25     (1) the development of joint planning agreements to 
  2.1   implement a unified growth management strategy; 
  2.2      (2) joint service ventures, such as planning or zoning 
  2.3   administration in urban fringe areas; 
  2.4      (3) orderly growth and annexation agreements between cities 
  2.5   and townships; 
  2.6      (4) feedlot regulations in urban fringe areas and future 
  2.7   growth corridors; 
  2.8      (5) service strategies for unsewered subdivisions; 
  2.9      (6) other joint ventures for city, county, and township 
  2.10  service delivery in fringe areas; 
  2.11     (7) feasibility of a rural township taxing district; 
  2.12     (8) use of the rural policy center at Minnesota state 
  2.13  university - Mankato to provide regional planning support to 
  2.14  other cities in greater Minnesota; and 
  2.15     (9) alternatives to the current community-based planning 
  2.16  legislation that would add flexibility and improve the planning 
  2.17  process. 
  2.18     The city of Mankato shall report the results of the study 
  2.19  to the legislature by January 15, 2002. 
  2.20     Sec. 2.  [EFFECTIVE DATE.] 
  2.21     This act is effective the day following final enactment.
