relating to environment; requiring cost equity study on public water and wastewater
services.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin COST EQUITY STUDY; PUBLIC WATER AND WASTEWATER
SERVICES.

new text begin The commissioner of the Pollution Control Agency must conduct a study on the costs
of providing safe drinking water and wastewater services throughout the state. The study
must compare per capita costs for the services based on geography, population, and existing
water quality. The commissioner must consult with municipalities that provide public water
supplies and wastewater services. By January 17, 2022, the commissioner must report the
findings of the study to the chairs and ranking minority members of the legislative committees
and divisions with jurisdiction over environment policy and finance.
