  1.1                          A bill for an act
  1.2             proposing an amendment to the Minnesota Constitution, 
  1.3             article VII, section 1; changing the state and local 
  1.4             election voting age from 18 to 16. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CONSTITUTIONAL AMENDMENT.] 
  1.7      An amendment to the Minnesota Constitution is proposed to 
  1.8   the people.  If the amendment is adopted, article VII, section 
  1.9   1, will read: 
  1.10     Section 1.  Every person 18 16 years of age or more who has 
  1.11  been a citizen of the United States for three months and who has 
  1.12  resided in the precinct for 30 days next preceding an election 
  1.13  shall be entitled to vote in that precinct.  The place of voting 
  1.14  by one otherwise qualified who has changed his residence within 
  1.15  30 days preceding the election shall be prescribed by law.  The 
  1.16  following persons shall not be entitled or permitted to vote at 
  1.17  any election in this state:  A person not meeting the above 
  1.18  requirements; a person who has been convicted of treason or 
  1.19  felony, unless restored to civil rights; a person under 
  1.20  guardianship, or a person who is insane or not mentally 
  1.21  competent. 
  1.22     Sec. 2.  [SCHEDULE AND QUESTION.] 
  1.23     The proposed amendment shall be submitted to the people at 
  1.24  the 2000 general election.  The question proposed shall be: 
  1.25     "Shall the Minnesota Constitution be amended to allow 16 
  2.1   year olds to vote in state and local elections? 
  2.2                                      Yes .......
  2.3                                      No ........"
