relating to government operations; prohibiting government from providing
inducements to respond to surveys; proposing coding for new law in Minnesota
Statutes, chapter 10.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin For the purposes of this section, "agency" means a county,
statutory or home rule charter city, town, school district or other special district, the
Metropolitan Council, a metropolitan or regional agency, or an entity in the executive,
judicial, or legislative branch of state government.

new text begin An agency must not offer or provide to any person a gift of money
or property as an inducement to respond to a public survey. An agency must not allow an
entity conducting a public survey on behalf of the agency to offer or provide a gift of money
or property as an inducement to respond to the survey.
