  1.1                          A bill for an act 
  1.2             relating to education; providing a debt service 
  1.3             tuition rebate to public post-secondary students; 
  1.4             appropriating money.  
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [DEBT SERVICE TUITION.] 
  1.7      Subdivision 1.  [ESTABLISHMENT.] A one-time tuition rebate 
  1.8   is established for public post-secondary students.  The board of 
  1.9   trustees of the Minnesota state colleges and universities shall, 
  1.10  and the board of regents of the University of Minnesota is 
  1.11  requested to, allocate the amount available for the debt service 
  1.12  tuition rebate under section 2 to the respective campuses of 
  1.13  each system based on enrollment in fiscal year 2001 and to 
  1.14  establish a process for rebating a student's share of debt 
  1.15  service proportional to the student's credit-based enrollment 
  1.16  status.  Each campus must make an application for the rebate 
  1.17  available and work with campus student organizations to 
  1.18  advertise and publicize the availability of the rebate to 
  1.19  eligible students to ensure maximum participation in the debt 
  1.20  service tuition rebate program. 
  1.21     Subd. 2.  [ALLOCATION OF DEBT SERVICE TUITION REBATE.] Each 
  1.22  campus of the Minnesota state college and university system 
  1.23  shall, and each campus of the University of Minnesota is 
  1.24  requested to, distribute its debt service allocation to eligible 
  1.25  students as a rebate of each student's share of debt service 
  2.1   costs to recognize the student's contribution to capital 
  2.2   investments on the campuses of the Minnesota state colleges and 
  2.3   universities and the University of Minnesota.  A student is 
  2.4   eligible for a rebate under this section if the student was 
  2.5   enrolled and paid tuition to attend an institution of the 
  2.6   Minnesota state colleges and universities or a University of 
  2.7   Minnesota campus in fiscal year 2001.  A student enrolled in a 
  2.8   public college or university is eligible if the student (1) paid 
  2.9   tuition for fiscal year 2001, and (2) applies for the rebate by 
  2.10  June 15, 2001, through the campus that the student attended, on 
  2.11  an application form provided by the institution.  A student who 
  2.12  attended more than one public college or university in fiscal 
  2.13  year 2001 must apply for the rebate separately at each 
  2.14  institution.  The college or university must begin making debt 
  2.15  service tuition rebates to students by August 15, 2001. 
  2.16     Sec. 2.  [APPROPRIATION.] 
  2.17     $29,800,000 is appropriated from the general fund for 
  2.18  fiscal year 2002 for the debt service tuition rebate under 
  2.19  section 1, including administrative costs as provided in this 
  2.20  section.  Of this appropriation: 
  2.21     (1) $15,200,000 is appropriated to the board of trustees of 
  2.22  the Minnesota state colleges and universities for a one-time 
  2.23  debt service tuition rebate.  $200,000 of this appropriation is 
  2.24  for the costs of administering the tuition rebate and the 
  2.25  remainder must be allocated to campuses for rebates to students. 
  2.26     (2) $14,600,000 is appropriated to the board of regents of 
  2.27  the University of Minnesota for a one-time debt service tuition 
  2.28  rebate.  $100,000 of this appropriation is for the costs of 
  2.29  administering the tuition rebate and the remainder must be 
  2.30  allocated to campuses for rebates to students. 
  2.31     Sec. 3.  [EFFECTIVE DATE.] 
  2.32     Sections 1 and 2 are effective the day following final 
  2.33  enactment.
