1.1 A bill for an act 1.2 relating to education; providing a grant to establish 1.3 a school for adolescents who complete chemical or 1.4 alcohol dependency treatment and seek to complete 1.5 their education in a chemical and alcohol-free 1.6 environment; appropriating money. 1.7 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.8 Section 1. [CHEMICAL AND ALCOHOL-FREE SCHOOL; GRANT 1.9 PROVIDED.] 1.10 (a) The commissioner of children, families, and learning 1.11 shall award a $150,000 grant to special school district No. 6, 1.12 South St. Paul, to establish a secondary school for adolescents 1.13 who: 1.14 (1) have been assessed as chemically dependent; 1.15 (2) have successfully completed chemical or alcohol 1.16 dependency treatment; and 1.17 (3) seek to complete their education in a chemical and 1.18 alcohol-free environment. 1.19 (b) As a condition of receiving the grant, the school 1.20 district must: 1.21 (1) demonstrate access to public or private funds for 1.22 ongoing operating costs; 1.23 (2) provide the services of a licensed chemical dependency 1.24 counselor; 1.25 (3) provide a student to teacher ratio of no greater than 1.26 nine students to one teacher; 2.1 (4) serve adolescents between the ages of 14 through 20; 2.2 and 2.3 (5) demonstrate the need for the school program in the 2.4 geographic area to be served. 2.5 (c) A student who graduates from the school operated under 2.6 this section shall receive a diploma from special school 2.7 district No. 6, South St. Paul. 2.8 Sec. 2. [APPROPRIATION.] 2.9 $150,000 is appropriated from the general fund in fiscal 2.10 year 2002 to the commissioner of children, families, and 2.11 learning for awarding a grant to special school district No. 6, 2.12 South St. Paul, for the purposes of section 1. This 2.13 appropriation is available until June 30, 2003.
