  1.1                          A bill for an act 
  1.2             relating to traffic regulations; authorizing cities 
  1.3             and towns in metropolitan area to prescribe speed 
  1.4             limits on streets and highways under their 
  1.5             jurisdiction; amending Minnesota Statutes 1998, 
  1.6             section 169.14, by adding a subdivision. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1998, section 169.14, is 
  1.9   amended by adding a subdivision to read: 
  1.10     Subd. 5f.  [SPEED LIMIT ON STREET OR ROAD.] A town or 
  1.11  statutory or home rule charter city located in the metropolitan 
  1.12  area, as defined in section 473.121, subdivision 2, may by 
  1.13  ordinance establish a speed limit below the speed limit in 
  1.14  subdivision 2, paragraph (a), clause (1), on a street or highway 
  1.15  that (1) is under the jurisdiction of the city or town, (2) is 
  1.16  located in an urban district, and (3) has been functionally 
  1.17  classified as local.  A speed limit may be established under 
  1.18  this subdivision only if the speed limit so established applies 
  1.19  to all streets and highways under the jurisdiction of the city 
  1.20  or town that have been functionally classified as local.  The 
  1.21  ordinance must prescribe the effective date of the speed limit 
  1.22  so established.  A speed in excess of a speed limit established 
  1.23  under this subdivision is unlawful.
