  1.1                          A bill for an act 
  1.2             relating to education; increasing the general 
  1.3             education basic formula allowance; restoring training 
  1.4             and experience revenue; appropriating money; amending 
  1.5             Minnesota Statutes 1998, sections 126C.10, subdivision 
  1.6             2; and 126C.11. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1998, section 126C.10, 
  1.9   subdivision 2, is amended to read: 
  1.10     Subd. 2.  [BASIC REVENUE.] The basic revenue for each 
  1.11  district equals the formula allowance times the resident pupil 
  1.12  units for the school year.  The formula allowance for fiscal 
  1.13  year 1997 is $3,505.  The formula allowance for fiscal year 1998 
  1.14  is $3,581 and the formula allowance for fiscal year 1999 and 
  1.15  fiscal year 2000 is $3,530.  The formula allowance for fiscal 
  1.16  year 2000 is $3,930 and the formula allowance for 2001 and 
  1.17  subsequent fiscal years is $3,597 $3,997. 
  1.18     Sec. 2.  Minnesota Statutes 1998, section 126C.11, is 
  1.19  amended to read: 
  1.20     126C.11 [TRAINING AND EXPERIENCE INDEX.] 
  1.21     The training and experience index for fiscal year 1999 2000 
  1.22  and later must be constructed in the following manner:  
  1.23     (a) The department must construct a matrix that classifies 
  1.24  teachers by the extent of training received in accredited 
  1.25  institutions of higher education and by the years of experience 
  1.26  that districts take into account in determining teacher salaries.
  2.1      (b) The average salary for each cell of the matrix must be 
  2.2   computed as follows using data from fiscal year 1997 the second 
  2.3   year from the previous biennium:  
  2.4      (1) For each district, multiply the salary paid to 
  2.5   full-time equivalent teachers with that combination of training 
  2.6   and experience according to the district's teacher salary 
  2.7   schedule by the number of resident pupil units in that district. 
  2.8      (2) Add the amounts computed in clause (1) for all 
  2.9   districts in the state and divide the resulting sum by the total 
  2.10  number of resident pupil units in all districts in the state 
  2.11  that employ teachers.  
  2.12     (c) For each cell in the matrix, compute the ratio of the 
  2.13  average salary in that cell to the average salary for all 
  2.14  teachers in the state during fiscal year 1997 the second year of 
  2.15  the previous biennium.  
  2.16     (d) The index for each district that employs teachers 
  2.17  equals the sum of:  (i) for teachers employed in that district 
  2.18  during fiscal year 1997 and the current fiscal year, the ratios 
  2.19  for each teacher computed using data for fiscal year 1997; and 
  2.20  (ii) for teachers employed in that district during the current 
  2.21  fiscal year but not during fiscal year 1997, the ratio for 
  2.22  teachers who are in their first year of teaching and who have no 
  2.23  additional credits or degrees above a bachelor's degree divided 
  2.24  by the number of teachers in that district.  The index for a 
  2.25  district that employs no teachers is zero. 
  2.26     Sec. 3.  [EFFECTIVE DATE.] 
  2.27     Sections 1 and 2 are effective for revenue for fiscal year 
  2.28  2000 and later.
