  1.1                          A bill for an act 
  1.2             relating to human services; allowing postemployment 
  1.3             training for certain MFIP participants; appropriating 
  1.4             money; proposing coding for new law in Minnesota 
  1.5             Statutes, chapter 256J. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [256J.525] [POSTEMPLOYMENT TRAINING.] 
  1.8      Subdivision 1.  [PARTICIPANTS.] (a) A participant who is 
  1.9   involved in a work activity who is not likely to exit MFIP 
  1.10  within a reasonable amount of time due to increased earnings may 
  1.11  request postemployment training. 
  1.12     (b) A participant may voluntarily pursue training and 
  1.13  employment for more than 40 hours per week.  A participant must 
  1.14  not be required to be involved with training and employment for 
  1.15  more than 40 hours per week. 
  1.16     Subd. 2.  [JOB COUNSELOR REQUIREMENTS.] The job counselor 
  1.17  shall: 
  1.18     (1) explore, investigate, and examine potential training 
  1.19  options which may be through the participant's current employer, 
  1.20  other employers, technical colleges or other educational 
  1.21  institutions, nonprofit organizations, county services, state 
  1.22  agencies, or any other resource available that will enhance the 
  1.23  participant's skills and improve the potential for increased 
  1.24  earnings; 
  1.25     (2) present the educational and training options to the 
  2.1   participant that are consistent with the participant's interests 
  2.2   and career path; and 
  2.3      (3) ensure that the participant is apprised of all training 
  2.4   options and is allowed to pursue related ongoing training in 
  2.5   order to obtain and retain gainful employment. 
  2.6      Sec. 2.  [APPROPRIATION.] 
  2.7      $....... is appropriated from the general fund to the 
  2.8   commissioner of human services for the biennium beginning July 
  2.9   1, 1999, for purposes of postemployment training services under 
  2.10  Minnesota Statutes, section 256J.525.
