A bill for an act
relating to education; modifying alternative teacher professional pay and teacher
evaluation requirements for the 2020-2021 school year.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Notwithstanding Minnesota
Statutes, section 122A.414, for the 2020-2021 school year only, the parties to an alternative
teacher professional pay system agreement must meet to evaluate the parties' alternative
teacher professional pay system. Districts and unions may modify the alternative teacher
professional pay system agreement to the extent necessary to temporarily eliminate
requirements that are not feasible or are unsafe during the period of the Governor's emergency
orders.

Notwithstanding Minnesota Statutes, sections 122A.414,
subdivision 2; 122A.40, subdivision 8; and 122A.41, subdivision 5, teacher observations
may last no longer than ten minutes and must focus on supporting the teacher. In no case
may an observation be unplanned or without prior notice to the teacher.

For the 2020-2021 school year only, the requirements of Minnesota Statutes, sections
122A.40, subdivision 8; and 122A.41, subdivision 5, shall be suspended.
