  1.1                          A bill for an act 
  1.2             relating to education; providing for alternative 
  1.3             competency-based administrative licensure programs; 
  1.4             proposing coding for new law in Minnesota Statutes, 
  1.5             chapter 122A. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [122A.275] [ALTERNATIVE COMPETENCY-BASED 
  1.8   LICENSING FOR SCHOOL ADMINISTRATORS.] 
  1.9      Subdivision 1.  [COMMISSIONER APPROVAL.] Notwithstanding 
  1.10  other law to the contrary, the commissioner of children, 
  1.11  families, and learning, subject to the requirements under 
  1.12  subdivision 2, shall approve competency-based administrative 
  1.13  licensure programs offered by institutions other than colleges 
  1.14  and universities that prepare people to serve as community 
  1.15  education directors, special education directors, principals, or 
  1.16  superintendents. 
  1.17     Subd. 2.  [INSTITUTION REQUIREMENTS.] (a) Institutions 
  1.18  seeking approval to prepare persons for licensure under this 
  1.19  section shall submit to the commissioner the following 
  1.20  information in the form and manner the commissioner prescribes: 
  1.21     (1) verify the institution's commitment to the licensure 
  1.22  program; 
  1.23     (2) describe the procedures for implementing the licensure 
  1.24  program; 
  1.25     (3) describe the role for which persons who enroll in the 
  2.1   licensure program are being prepared; and 
  2.2      (4) list, for the applicable licensure area, specific 
  2.3   references to the competencies required by Minnesota Rules, part 
  2.4   3512.0500, subparts 2 to 22, for principals; part 3512.1100, 
  2.5   subparts 2 to 7, for superintendents; part 3512.3500, subparts 2 
  2.6   and 3, items A to G, for community education directors; or part 
  2.7   3512.4000, subpart 2, item A, and subpart 3, items A and B, for 
  2.8   directors of special education. 
  2.9      (b) The administrative licensure program must be competency 
  2.10  based, and include a preassessment and postassessment evaluation 
  2.11  of the applicant's competence.  Administrative licensure program 
  2.12  officials must develop, with the applicant, a personalized 
  2.13  learning plan to ensure that the applicant develops a high level 
  2.14  of competence in the applicant's respective licensure area. 
  2.15     (c) The administrative licensure program must require the 
  2.16  program applicant to successfully complete a practicum of at 
  2.17  least 320 hours under the immediate supervision of a person 
  2.18  holding the licensure for which the applicant is applying. 
  2.19     [EFFECTIVE DATE.] This section is effective the day 
  2.20  following final enactment.
