  1.1                          A bill for an act 
  1.2             relating to natural resources; adding to the Iron 
  1.3             Range off-highway vehicle recreation area; modifying 
  1.4             the composition of the advisory committee; modifying

  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [ADDITIONS TO IRON RANGE OFF-HIGHWAY VEHICLE 
  1.8   RECREATION AREA, ST. LOUIS COUNTY.] 
  1.9      Subdivision 1.  [85.013] [Subd. 12a.] [IRON RANGE 
  1.10  OFF-HIGHWAY VEHICLE RECREATION AREA, ST. LOUIS COUNTY.] The 
  1.11  following areas are added to the Iron Range off-highway vehicle 
  1.12  recreation area, all in St. Louis county: 
  1.13     (1) Section 2, Township 58 North, Range 17 West, EXCEPT:  
  1.14  the East Half; the North Half of the Northwest Quarter; and the 
  1.15  Southeast Quarter of the Northwest Quarter; 
  1.16     (2) Section 3, Township 58 North, Range 17 West, EXCEPT: 
  1.17  the Southeast Quarter; the North Half of the Northeast Quarter; 
  1.18  the North Half of the Northwest Quarter; and the Northwest 
  1.19  Quarter of the Southwest Quarter; 
  1.20     (3) Section 4, Township 58 North, Range 17 West, EXCEPT:  
  1.21  the West Half; the Northeast Quarter; the North Half of the 
  1.22  Southeast Quarter; and the Southwest Quarter of the Southeast 
  1.23  Quarter; 
  1.24     (4) Section 8, Township 58 North, Range 17 West, EXCEPT:  
  1.25  the West Half; and the West Half of the Southeast Quarter; 
  2.1      (5) Section 9, Township 58 North, Range 17 West; 
  2.2      (6) Section 11, Township 58 North, Range 17 West, EXCEPT:  
  2.3   the West Half of the Northwest Quarter; and the Northwest 
  2.4   Quarter of the Southwest Quarter; 
  2.5      (7) Section 14, Township 58 North, Range 17 West, EXCEPT:

  2.10     (9) Section 16, Township 58 North, Range 17 West, lying 
  2.11  North of county road 921, EXCEPT:  the East Half of the 
  2.12  Southeast Quarter, lying North of the DM&IR grade; 
  2.13     (10) Section 22, Township 58 North, Range 17 West, lying 
  2.14  North of the DM&IR grade; and 
  2.15     (11) Section 23, Township 58 North, Range 17 West, a 100 
  2.16  foot corridor lying North and East of the DM&IR grade and the 
  2.17  Mesabi Trail as located. 
  2.18     Subd. 2.  [ADVISORY COMMITTEE; ADDING MEMBERS.] The 
  2.19  advisory committee created under Laws 1996, chapter 407, section 
  2.20  32, subdivision 4, shall continue to provide direction on the 
  2.21  planning, development, and operation of the Iron Range 
  2.22  off-highway vehicle recreation area, including the land added 
  2.23  under subdivision 1.  The following members are added to the 
  2.24  advisory committee: 
  2.25     (1) a representative of the city council of Gilbert; and 
  2.26     (2) a representative of the city council of Virginia. 
  2.27     Subd. 3.  [MANAGEMENT PLAN.] The commissioner of natural 
  2.28  resources and the local area advisory committee shall 
  2.29  cooperatively develop a separate comprehensive management plan 
  2.30  for the land added to the Iron Range off-highway vehicle 
  2.31  recreation area under subdivision 1.  The management plan shall 
  2.32  provide for: 
  2.33     (1) multiple use recreation for off-highway vehicles; 
  2.34     (2) protection of natural resources; 
  2.35     (3) limited timber management; 
  2.36     (4) mineral and mining management; 
  3.1      (5) land acquisition needs; 
  3.2      (6) road and facility development; and 
  3.3      (7) trail and road connections between the land added under 
  3.4   subdivision 1 and the land added by Laws 1996, chapter 407, 
  3.5   section 32, subdivision 6. 
  3.6      The completed management plan, together with the management 
  3.7   plan completed under Laws 1996, chapter 407, section 32, 
  3.8   subdivision 5, shall serve as the master plan for the Iron Range 
  3.9   off-highway vehicle recreation area under Minnesota Statutes, 
  3.10  section 86A.09. 
  3.11     Subd. 4.  [APPLICABILITY OF OTHER LAW.] Except as otherwise 
  3.12  provided by subdivisions 2 and 3, the provisions of Laws 1996, 
  3.13  chapter 407, section 32, apply to the land added to the Iron 
  3.14  Range off-highway vehicle recreation area under subdivision 1. 
  3.15     Sec. 2.  [APPROPRIATION.] 
  3.16     $1,500,000 in fiscal year 2000 is appropriated from the 
  3.17  natural resources fund to the commissioner of natural resources 
  3.18  to plan, acquire, develop, and operate the Iron Range 
  3.19  off-highway vehicle recreation area.  Of the amount appropriated 
  3.20  in fiscal year 2000, $750,000 is from the all-terrain vehicle 
  3.21  account, $600,000 is from the off-road vehicle account, and 
  3.22  $150,000 is from the off-highway motorcycle account.  The 
  3.23  appropriations are available until expended.
