A bill for an act
proposing an amendment to the Minnesota Constitution, article XIII, section 1;
providing for high quality in public education through equitable and adequate
funding.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

CONSTITUTIONAL AMENDMENT.


new text begin An amendment to the Minnesota Constitution is proposed to the people. If the
amendment is adopted, article XIII, section 1, will read:

Section 1.

The stability of a republican form of government depending mainly upon the
intelligence of the people, it is the duty of the legislature to establish a deleted text begin generaldeleted text end new text begin high quality
new text end and uniform system of public schools. The legislature shall make such provisions new text begin to
provide equitable and adequate funding
new text end by taxation or otherwise as will secure a thorough
and efficient system of public schools throughout the state.

new text begin The proposed amendment shall be submitted to the people at the 2009 general
election. The question submitted shall be:
