  1.1                          A bill for an act 
  1.2             relating to traffic regulations; authorizing vehicles 
  1.3             engaged in newspaper deliveries to be operated on the 
  1.4             left half of the roadway under certain circumstances; 
  1.5             amending Minnesota Statutes 1998, section 169.18, 
  1.6             subdivision 1. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1998, section 169.18, 
  1.9   subdivision 1, is amended to read: 
  1.10     Subdivision 1.  [KEEP TO THE RIGHT.] (a) Upon all roadways 
  1.11  of sufficient width a vehicle shall be driven upon the right 
  1.12  half of the roadway, except as provided in paragraph (b) or as 
  1.13  follows: 
  1.14     (1) when overtaking and passing another vehicle proceeding 
  1.15  in the same direction under the rules governing such movement; 
  1.16     (2) when the right half of a roadway is closed to traffic 
  1.17  while under construction or repair; 
  1.18     (3) upon a roadway divided into three marked lanes for 
  1.19  traffic under the rules applicable thereon; or 
  1.20     (4) upon a roadway designated and signposted for one-way 
  1.21  traffic as a one-way roadway. 
  1.22     (b) A motor vehicle that displays flashing warning lights 
  1.23  authorized under section 169.59, subdivision 4, and is engaged 
  1.24  in the delivery of qualified newspapers as defined in section 
  1.25  331A.01, subdivision 8, on an assigned route may be operated on 
  1.26  the left half of the roadway between the hours of 3:00 a.m. and 
  2.1   6:30 a.m., but only to the extent necessary to deposit 
  2.2   newspapers into receptacles marked for that purpose. 
  2.3      Sec. 2.  [EFFECTIVE DATE.] 
  2.4      Section 1 is effective June 1, 1999.
