A bill for an act
relating to capital improvement; authorizing the issuance of state bonds;
appropriating money to construct remedial systems in the city of Albert Lea.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $2,500,000 is appropriated from the bond proceeds
fund to the commissioner of the Pollution Control Agency for a grant to the city of Albert
Lea for construction costs of remedial systems at the Albert Lea Landfill. This includes
relocating and incorporating waste from the former Albert Lea Dump owned by the city of
Albert Lea pursuant to Minnesota Statutes, section 115B.403, which action may be taken
by the Pollution Control Agency notwithstanding the provisions of Minnesota Statutes,
section 115B.403, paragraphs (a) and (b).

new text begin To provide the money appropriated in this act from the bond
proceeds fund, the commissioner of finance shall sell and issue bonds of the state in an
amount up to $2,500,000 in the manner, upon the terms, and with the effect prescribed by
Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution,
article XI, sections 4 to 7.

amounts for the city of Albert Lea Landfill funding in Laws 2006, chapter 258, section 8,
subdivision 2.
