A bill for an act
relating to capital investment; appropriating money for a grant to rehabilitate or
replace the Crystal, Golden Valley, New Hope Joint Water Commission water
supply line and for a grant to the city of Robbinsdale to replace adjacent sanitary
sewer and water lines; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin (a) $5,000,000 is appropriated from the bond
proceeds fund to the commissioner of employment and economic development for a grant
to the Joint Water Commission established by the cities of Crystal, Golden Valley, and
New Hope to rehabilitate or replace the water supply pipeline from Minneapolis to the
Crystal reservoir. This appropriation does not require a nonstate contribution.

new text begin (b) $2,000,000 is appropriated from the bond proceeds fund to the commissioner of
employment and economic development for a grant to the city of Robbinsdale to replace
its sanitary sewer and water supply lines that are adjacent to and adversely affected by the
Joint Water Commission's water supply line rehabilitated or replaced under paragraph (a).
This appropriation does not require a nonstate contribution.

new text begin To provide the money appropriated in this section from the
bond proceeds fund, the commissioner of management and budget shall sell and issue
bonds of the state in an amount up to $7,000,000 in the manner, upon the terms, and with
the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
Minnesota Constitution, article XI, sections 4 to 7.
