A bill for an act
relating to state government; requiring the legislative auditor to maintain a
toll-free telephone line to receive certain allegations; authorizing certain rewards
for money saved or recovered; appropriating money; proposing coding for new
law in Minnesota Statutes, chapter 3.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The legislative auditor must maintain a
toll-free telephone line that persons may call to alert the legislative auditor to evidence of
theft, embezzlement, or unlawful use of public funds or property.

The Legislative Audit Commission may vote to provide a
reward to a person who alerts the legislative auditor to evidence of theft, embezzlement, or
unlawful use of public funds or property, if the commission determines that a public entity
saves or recovers money as a result of the information the person provides. The reward
may not be more than ten percent of the money the commission determines is saved or
recovered as a result of the information provided. Money necessary to provide rewards
under this section is appropriated to the Legislative Audit Commission from the fund from
which the money is saved or recovered.

$....... for the fiscal year ending June 30, 2008, and $....... for the fiscal year ending
June 30, 2009, are appropriated from the general fund to the legislative auditor for
purposes of the toll-free telephone line required in section 1.
