  1.1                          A bill for an act 
  1.2             relating to youth programs; establishing prevention 
  1.3             grants for American Indian youth; appropriating money. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [PREVENTION GRANTS FOR AMERICAN INDIAN YOUTH.] 
  1.6      To address the prevalence and severity of problems 
  1.7   associated with the use and abuse of tobacco, alcohol and other 
  1.8   drugs, violence, and the consequences of unsafe sexual practices 
  1.9   among American Indian youth, and to ensure the well-being of 
  1.10  American Indian families and urban American Indian communities, 
  1.11  the commissioner of children, families, and learning shall make 
  1.12  grants to nonprofit organizations to fund culturally appropriate 
  1.13  prevention programs.  The commissioner shall develop a process, 
  1.14  forms, and criteria for making grants under this section.  The 
  1.15  commissioner shall consult with the Indian Youth Consortium on 
  1.16  the distribution of funds distributed through these grants. 
  1.17     Sec. 2.  [APPROPRIATION.] 
  1.18     $....... is appropriated from the general fund to the 
  1.19  commissioner of children, families, and learning for fiscal year 
  1.20  2000 for prevention grants for American Indian youth under 
  1.21  section 1.  Any balance in the first year does not cancel but is 
  1.22  available in the second year.
