A bill for an act
relating to state government; proposing an amendment to the Minnesota
Constitution, article IV, section 17; strengthening the single subject requirement
for legislative enactments.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin CONSTITUTIONAL AMENDMENT PROPOSED.

new text begin An amendment to the Minnesota Constitution is proposed to the people. If the amendment
is adopted, article IV, section 17, will read:

Sec. 17.

No law shall embrace more than one subject, which shall be expressed in its
title. new text begin The title of a bill must not be amended after the bill is introduced in the legislature
unless the title is amended to reflect changes to the bill that further limit the scope of the
bill. If the supreme court deems a bill constituting a portion of the state biennial budget
unconstitutional for violating this section, funding for the affected portion of state government
is available at 95 percent of the previous biennium's funding level until the subsequent law
is enacted to fund the affected portion of state government.
