A bill for an act
relating to energy; authorizing state agencies to develop plan for using federal
stimulus funds dedicated to energy projects to install energy-efficient windows in
government and residential buildings, to weatherize residential buildings, and to
train installers; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin ENERGY-EFFICIENT WINDOWS IN PUBLIC BUILDINGS.

new text begin The Department of Administration and the Office of Energy Security shall develop
a plan and procedures to select, fund, and implement projects using eligible federal
energy efficiency conservation block grant funds to install energy-efficient windows in
government buildings owned by the state, counties, local units of government, and school
districts. The Office of Energy Security shall consult with the Department of Education
regarding projects in school districts.

Sec. 2. new text begin RESIDENTIAL ENERGY-EFFICIENCY PROGRAMS.

new text begin The Office of Energy Security shall develop a plan and procedures to select, fund,
and implement the following energy efficiency projects in residential buildings, including
multifamily housing developments as defined in Minnesota Statutes, section 462C.02,
subdivision 5:

new text begin (1) weatherization; and
new text end

new text begin (2) installation of energy-efficient windows.

new text begin In expending funds under this section, the use of existing energy service delivery networks
must be maximized. Funds may also be used to train energy auditors and insulation
installers for the purposes of clause (1).

Sec. 3. new text begin APPROPRIATIONS.
new text end

new text begin (a) $....... is appropriated from eligible funds contained in federal energy efficiency
block grant funds to the commissioner of commerce for the purposes of sections 1 and
2, clause (1).

new text begin (b) $....... is appropriated from state energy program funds to the commissioner of
commerce for the purposes of section 2, clause (2).
