  1.1                          A bill for an act 
  1.2             relating to recreation; appropriating money for a 
  1.3             regional trail. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [REGIONAL TRAIL APPROPRIATION.] 
  1.6      Subdivision 1.  [FUNDING.] (a) $250,000 is appropriated 
  1.7   from the general fund to the Ramsey county board of 
  1.8   commissioners and $250,000 is appropriated from the general fund 
  1.9   to the Washington county board of commissioners for the purposes 
  1.10  stated in subdivision 2, paragraph (a). 
  1.11     (b) $40,000 is appropriated from the general fund to the 
  1.12  Ramsey county board of commissioners and $40,000 is appropriated 
  1.13  from the general fund to the Washington county board of 
  1.14  commissioners for the purposes stated in subdivision 2, 
  1.15  paragraph (b). 
  1.16     Subd. 2.  [PURPOSE.] (a) The boards of commissioners for 
  1.17  Ramsey and Washington counties shall use the money appropriated 
  1.18  in subdivision 1, paragraph (a), to cooperatively acquire land 
  1.19  for and develop all or parts of a trail and designated 
  1.20  nonmotorized route around Silver Lake.  Priority shall be given 
  1.21  to sections of the trail that could also serve as portions of 
  1.22  the Gateway regional trail.  The trail and route shall be for 
  1.23  nonmotorized recreational use and shall utilize, to the extent 
  1.24  safety permits, existing trails and roadways.  The counties 
  2.1   shall cooperate with and consult the cities of North St. Paul, 
  2.2   Maplewood, and Oakdale in acquiring and developing the trail and 
  2.3   route, including a connecting spur to the Gateway trail.  The 
  2.4   boards of commissioners for Ramsey and Washington counties may 
  2.5   grant a portion of the money appropriated under subdivision 1, 
  2.6   paragraph (a), to the cities of North St. Paul, Maplewood, and 
  2.7   Oakdale for the purposes stated in this paragraph. 
  2.8      (b) The boards of commissioners of Ramsey and Washington 
  2.9   counties shall use the money appropriated under subdivision 1, 
  2.10  paragraph (b), to cooperatively develop a master plan for Silver 
  2.11  Lake Park (Joy Park) and a separate plan for the trail and route 
  2.12  around Silver Lake, including a connecting spur to the Gateway 
  2.13  trail, with the cities of North St. Paul, Maplewood, and Oakdale 
  2.14  and the departments of transportation and natural resources.
