A bill for an act
relating to capital investment; appropriating money for renovation of a publicly
owned former juvenile treatment facility into a facility providing mental health,
child welfare, and other services to children and families.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $5,500,000 in fiscal year 2020 is appropriated from the general fund to the commissioner
of human services for renovation of the former KidsPeace Mesabi Academy in Buhl,
Minnesota. The renovation must include space for a stabilization and evaluation unit for
children ten to 18 years old experiencing mental health or child welfare trauma. The unit
must include 13 beds for males and 13 beds for females. The renovation must also include
space for a family center providing at least the following services: crisis counseling,
mediation and reunification services, supervised visitation, outpatient therapy, diagnostic
assessments, and Rule 25 assessments. The family center must include four classrooms for
students in the stabilization and evaluation unit. This is a onetime appropriation and is
available until June 30, 2023.
