A bill for an act
relating to higher education; providing tuition stability at Minnesota State
Colleges and Universities; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATIONS; TUITION STABILITY.

new text begin $24,000,000 in fiscal year 2008 and $49,000,000 in fiscal year 2009 are appropriated
to the Board of Trustees of the Minnesota State Colleges and Universities from the
general fund to supplement instructional appropriations in lieu of tuition increases. This
appropriation is available only if the following conditions are met:

new text begin (1) legislative appropriations for the 2008-2009 biennium are at least $177,000,000
over the base in the current biennium; and

new text begin (2) during the 2008-2009 biennium, the board of trustees does not increase tuition
above the level of the 2006-2007 academic year.
