A bill for an act
relating to education; lane changes for teachers earning master's degrees;
proposing coding for new law in Minnesota Statutes, chapter 122A.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

For purposes of this section, "steps and lanes schedule"
means a salary agreement between a school board and the exclusive representatives of
the teachers where each step denotes a range of years of experience teaching and each
lane denotes a range of levels of educational attainment.

Notwithstanding any law to the
contrary, if a school district's collective bargaining agreement contains a step and lane
schedule, and if the schedule contains a lane for an employee who has successfully
completed a master's degree, the lane must compensate the employee for only one-half
of the schedule's increase in pay compared to the employee's previous lane, unless the
employee was formally enrolled in a master's degree program prior to July 1, 2011, or
the employee's master's degree has been awarded in a content area directly related to the
teacher's field of licensure; in which case, the full amount of the scheduled increase applies.

This section is effective for contracts entered into on or
after July 1, 2013.
