A bill for an act
relating to environment; appropriating money to study septic systems' impact on
the environment and provide technical assistance.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; UNIVERSITY OF MINNESOTA EXTENSION
SERVICE.

new text begin $3,100,000 in fiscal year 2008 is appropriated from the general fund to the
University of Minnesota Board of Regents for the University of Minnesota Extension
Service to study the impact of septic systems on the environment and to provide technical
assistance related to septic systems to small communities and citizens. The money is
available until expended. Of the amount:

new text begin (1) $1,150,000 is for a long-term study of medium and large soil treatment systems
to assess water table mounding and nitrogen removal, inspect cluster system designs, and
develop cluster system training materials;

new text begin (2) $150,000 is for a septic tank monitoring study;
new text end

new text begin (3) $450,000 is for a study of soil-based treatment system options;
new text end

new text begin (4) $500,000 is to study the effectiveness of pretreatment technologies and soil-based
treatment systems in removing pharmaceuticals from the waste stream;

new text begin (5) $550,000 is to study the movement of phosphorus from soil treatment areas
to surface waters;

new text begin (6) $150,000 is to provide technical assistance to small communities; and

new text begin (7) $150,000 is to provide technical assistance to citizens, in cooperation with the
Minnesota Pollution Control Agency.
