  1.1                          A bill for an act 
  1.2             relating to education finance; creating an ongoing 
  1.3             component of general education revenue to fund gifted 
  1.4             and talented programming; appropriating money; 
  1.5             amending Minnesota Statutes 2000, section 126C.10, 
  1.6             subdivision 1, and by adding a subdivision.  
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2000, section 126C.10, 
  1.9   subdivision 1, is amended to read: 
  1.10     Subdivision 1.  [GENERAL EDUCATION REVENUE.] For fiscal 
  1.11  year 2000 2002 and thereafter, the general education revenue for 
  1.12  each district equals the sum of the district's basic revenue, 
  1.13  basic skills revenue, gifted and talented revenue, training and 
  1.14  experience revenue, secondary sparsity revenue, elementary 
  1.15  sparsity revenue, transportation sparsity revenue, total 
  1.16  operating capital revenue, equity revenue, referendum offset 
  1.17  adjustment, transition revenue, and supplemental revenue. 
  1.18     Sec. 2.  Minnesota Statutes 2000, section 126C.10, is 
  1.19  amended by adding a subdivision to read: 
  1.20     Subd. 4a.  [GIFTED AND TALENTED REVENUE.] A school district 
  1.21  is eligible for gifted and talented revenue equal to $20 times 
  1.22  the district's adjusted marginal cost pupil units for that 
  1.23  year.  Gifted and talented revenue must be used only to provide 
  1.24  gifted and talented programming to qualified students as 
  1.25  determined by the local school board or for professional 
  1.26  development activities designed to enhance a teacher's knowledge 
  2.1   of effective gifted and talented teaching techniques.  
  2.2      Sec. 3.  [APPROPRIATION.] 
  2.3      $17,767,000 in fiscal year 2002 and $19,640,000 in fiscal 
  2.4   year 2003 are appropriated from the general fund to the 
  2.5   department of children, families, and learning for the payment 
  2.6   of gifted and talented aid under section 2.  This appropriation 
  2.7   is in addition to any other appropriation for this purpose.
