A bill for an act
relating to human services; requiring the commissioner of human services to
propose statutory changes to address frequency of medical assistance eligibility
assessments for nonemergency medical transportation and the length of time a
recipient is deemed eligible for special transportation.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

ASSESSMENTS.

new text begin The commissioner of human services, in consultation with recipients of
nonemergency medical transportation services, nonemergency medical transportation
providers, and the Association of Minnesota Counties, shall submit to the chairs and
lead minority members of the legislative committees with jurisdiction over health and
human services proposed statutory changes and draft legislation to address the frequency
of nonemergency medical transportation level of need assessments and the length of
time of the eligibility period once the recipient is determined to be eligible for special
transportation. The proposed statutory changes must, at a minimum, be consistent with the
Social Security Administration guidelines under Code of Federal Regulations, title 20,
section 404.1590(d). The proposed changes and draft legislation must be submitted by
January 15, 2012.
