  1.1                          A bill for an act 
  1.2             relating to crime; establishing a demonstration grant 
  1.3             program for coordinated criminal justice strategies; 
  1.4             appropriating money; proposing coding for new law in 
  1.5             Minnesota Statutes, chapter 299A. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [299A.67] [DEMONSTRATION GRANT PROGRAM.] 
  1.8      Subdivision 1.  [ESTABLISHMENT.] A demonstration grant 
  1.9   program is established under the commissioner of public safety 
  1.10  to assist the city of Minneapolis or Hennepin county to 
  1.11  implement a coordinated criminal justice system response to the 
  1.12  CODEFOR (Computer Optimized Development-Focus On Results) law 
  1.13  enforcement strategy.  The commissioner shall act as the fiscal 
  1.14  agent for the grant program and shall be responsible for 
  1.15  receiving applications for grants and awarding grants under this 
  1.16  section. 
  1.17     Subd. 2.  [APPLICATION FOR GRANT.] The city of Minneapolis 
  1.18  or Hennepin county may apply for a grant under this section by 
  1.19  submitting an application to the commissioner on a form 
  1.20  prescribed by the commissioner.  The applicant must: 
  1.21     (1) identify the increased need for human and other 
  1.22  resources needed by the city or the county to implement its 
  1.23  response to the CODEFOR strategy; 
  1.24     (2) describe the amount of funding needed to meet the 
  1.25  projected increase in workloads under CODEFOR; and 
  2.1      (3) include the city or county plan for use of the grant 
  2.2   funds. 
  2.3      Sec. 2.  [APPROPRIATION.] 
  2.4      $...... is appropriated from the general fund to the 
  2.5   commissioner of public safety to be distributed as grant funds 
  2.6   under Minnesota Statutes, section 299A.67.  This appropriation 
  2.7   is available until expended.
