BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin SCHOOL DISTRICT COLLABORATION GRANTS.

new text begin School districts. new text end

new text begin The Minnesota Department of Education may make
up to three grants of up to $100,000 to groups of school districts while working with a
private business or industry to plan and implement sharing opportunities to:

new text begin (1) improve career and college readiness for all students;
new text end

new text begin (2) improve and expand programs and services for all students;
new text end

new text begin (3) enhance student learning opportunities to improve student achievement;
new text end

new text begin (4) provide for more efficient and effective use of available services; and
new text end

new text begin (5) maintain school district independence and control.

new text begin Subd. 2. new text end

new text begin Grants to implement program. new text end

new text begin A consortium of at least three rural school
districts or other governmental agencies must develop a plan to share administrative
functions and instructional and learning services. The plan must include collaboration with
a higher education institution or other educational service providers. Grant applications
must be in the form and manner specified by the commissioner, but must give preference to
applications that meet the conditions under subdivision 1. Grant recipients must complete
a report consistent with the categories in subdivision 1 to the Minnesota Department of
Education with the goal of replicating collaborative models for school districts.
