A bill for an act
proposing an amendment to the Minnesota Constitution
by adding a section to article XIV; prohibiting tolls
on highways and new tolls on bridges.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin CONSTITUTIONAL AMENDMENT.

new text begin An amendment to the Minnesota Constitution is proposed to
the people. If the amendment is adopted, a section will be
added to article XIV, to read:

new text begin Sec. 12. The collection of a toll on any public highway,
public highway lane, or public bridge is prohibited, except as
provided in this section. A toll on a bridge that was being
collected on January 1, 2006, may continue to be collected. A
toll on a highway lane that was being collected on January 1,
2006, may continue to be collected until January 1, 2011.

new text begin The constitutional amendment proposed under section 1 must
be submitted to the people at the 2006 general election. The
question submitted must be:

new text begin "Shall the Minnesota constitution be amended to prohibit
collection of tolls on public bridges, public highways, and
public highway lanes, other than to allow existing bridge tolls
to be collected and, until January 1, 2011, to allow existing
highway tolls to be collected?
