relating to public health; appropriating money for a statewide text message
suicide prevention program.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; TEXT MESSAGE SUICIDE PREVENTION
PROGRAM.

new text begin $....... is appropriated for the biennium ending June 30, 2015, from the general fund
to the commissioner of health for a grant to a nonprofit organization to establish and
implement a statewide text message suicide prevention program. The program shall
implement a suicide prevention counseling text line designed to use text messaging to
connect with crisis counselors and to obtain emergency information and referrals to local
resources in the local community. The program shall include training within schools and
communities to encourage the use of the program.
