  1.1                          A bill for an act 
  1.2             relating to recreation; creating a parks and trails 
  1.3             plan of regional significance in certain counties in 
  1.4             central Minnesota. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [DEFINITION.] 
  1.7      For purposes of sections 1 to 3, "central Minnesota 
  1.8   regional parks and trails plan" or "plan" means a recreational 
  1.9   park and trail plan in the counties of Stearns, Benton, and 
  1.10  Sherburne that includes, at a minimum, existing regionally 
  1.11  significant parks and trails that are identified in the plan 
  1.12  under a local unit of government jurisdiction and includes newly 
  1.13  developed parks and trails or trail connections to communities, 
  1.14  parks, or public open space. 
  1.15     Sec. 2.  [PLANNING; COORDINATION.] 
  1.16     Plan development, adoption, and amendments shall be 
  1.17  coordinated with the counties of Stearns, Benton, and Sherburne 
  1.18  by an appropriate regional parks and trail coordination board 
  1.19  that is created under a joint powers agreement. 
  1.20     Sec. 3.  [GRANTS; PRIORITIES.] 
  1.21     The regional parks and trail coordination board under 
  1.22  section 2 may administer grants from the United States or the 
  1.23  state to develop, enhance, or maintain only the central 
  1.24  Minnesota regional parks and trails plan, and must dispose of 
  1.25  grant money in accordance with the acceptance of any agreement 
  2.1   or contract. 
  2.2      In developing, enhancing, and maintaining the plan, the 
  2.3   parks and trails coordination board must develop priorities for 
  2.4   expenditure of grant money.
