relating to health care; limiting increases to capitation rates for managed care
plans and county-based purchasing plans.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin CAPITATION RATE INCREASE LIMITATION.

new text begin Capitation rates paid to managed care plans and county-based purchasing plans
under Minnesota Statutes, sections 256B.69, 256B.692, and 256L.12, for services
rendered on or after July 1, 2011, shall be based on the per-member per-month rate
in effect on December 31, 2010.
