  1.1                          A bill for an act 
  1.2             relating to taxation; providing that watershed 
  1.3             districts may increase levies for enforcement 
  1.4             purposes; amending Minnesota Statutes 2000, section 
  1.5             103D.905, subdivision 3. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2000, section 103D.905, 
  1.8   subdivision 3, is amended to read: 
  1.9      Subd. 3.  [ADMINISTRATIVE FUND.] An administrative fund, 
  1.10  consisting of an ad valorem tax levy, may not exceed 0.02418 
  1.11  percent of taxable market value, or $125,000, whichever is less, 
  1.12  except that this limitation, or any other limitation that may 
  1.13  apply by law, may be exceeded for taxes levied in the following 
  1.14  year to the extent that enforcement costs cause expenses to 
  1.15  exceed the limitation.  The money in the fund shall be used for 
  1.16  general administrative expenses and for the construction or 
  1.17  implementation and maintenance of projects of common benefit to 
  1.18  the watershed district.  The managers may make an annual levy 
  1.19  for the administrative fund as provided in section 103D.911.  In 
  1.20  addition to the annual administrative levy, the managers may 
  1.21  annually levy a tax not to exceed 0.00798 percent of taxable 
  1.22  market value for a period not to exceed 15 consecutive years to 
  1.23  pay the cost attributable to the basic water management features 
  1.24  of projects initiated by petition of a municipality of the 
  1.25  watershed district.
