  1.1                          A bill for an act 
  1.2             relating to taxation; establishing a new city crime 
  1.3             reduction aid; amending Minnesota Statutes 1998, 
  1.4             sections 477A.011, by adding a subdivision; and 
  1.5             477A.013, by adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1998, section 477A.011, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 38.  [PART I CRIME INDEX.] "Part I crime index" is 
  1.10  the number of Part I crimes per 10,000 inhabitants as reported 
  1.11  for each city by the department of public safety for the most 
  1.12  recent year available.  "Part I crime index for the state" is 
  1.13  the number of Part I crimes per 10,000 inhabitants of the state 
  1.14  as reported by the department of public safety for the most 
  1.15  recent year available.  By July 1 of each year, the commissioner 
  1.16  of public safety shall certify to the commissioner of revenue 
  1.17  the Part I crime index for each city and for the state. 
  1.18     Sec. 2.  Minnesota Statutes 1998, section 477A.013, is 
  1.19  amended by adding a subdivision to read: 
  1.20     Subd. 10.  [CRIME REDUCTION AID.] (a) Beginning in calendar 
  1.21  year 2000, any city with a Part I crime index that is more than 
  1.22  60 percent greater than the Part I crime index for the state 
  1.23  shall qualify for an additional aid payment under this 
  1.24  subdivision.  The amount of aid paid to a city under this 
  1.25  subdivision shall be equal to the difference between (1) $30 
  2.1   multiplied by the population of the city and (2) the city's net 
  2.2   tax capacity multiplied by 0.03.  The aid payment to any city 
  2.3   shall be no less than zero and no greater than $1,200,000.  For 
  2.4   aids paid in 2001 and subsequent years, the $30 per capita and 
  2.5   the $1,200,000 maximum payment allowed under this subdivision 
  2.6   shall be adjusted for inflation as provided under section 
  2.7   477A.03, subdivision 3. 
  2.8      (b) A city shall use this aid to provide for increased 
  2.9   community-oriented policing efforts in up to two neighborhoods 
  2.10  in the city that it identifies as having higher crime rates than 
  2.11  the city average.  For a city with a population under 1,000, the 
  2.12  aid may be used for increased policing efforts within the entire 
  2.13  city.  On or before March 15 of the year after the year in which 
  2.14  the distributions under this subdivision are received, each city 
  2.15  receiving a payment under this subdivision shall file with the 
  2.16  commissioner of revenue and the commissioner of public safety a 
  2.17  report indicating how the money was used to increase 
  2.18  community-oriented policing in the city or the specific 
  2.19  neighborhoods, the crime rates in the city or those 
  2.20  neighborhoods prior to the increased policing efforts and any 
  2.21  reduction in the crime rates while the increased effort was in 
  2.22  effect. 
  2.23     (c) Any aid paid under this subdivision shall be excluded 
  2.24  when calculating levy limits under sections 275.70 to 275.74. 
  2.25     Sec. 3.  [EFFECTIVE DATE.] 
  2.26     Sections 1 and 2 are effective for aids payable in 2000 and 
  2.27  thereafter.
