  1.1                          A bill for an act 
  1.2             relating to education; modifying the general education 
  1.3             revenue formula; modifying the referendum allowance 
  1.4             for the referendum revenue program; amending Minnesota 
  1.5             Statutes 2000, sections 126C.10, subdivision 1; and 
  1.6             126C.17, subdivision 1. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2000, section 126C.10, 
  1.9   subdivision 1, is amended to read: 
  1.10     Subdivision 1.  [GENERAL EDUCATION REVENUE.] For fiscal 
  1.11  year 2000 2002 and thereafter, the general education revenue for 
  1.12  each district equals the greater of: 
  1.13     (1) the sum of the district's basic revenue, basic skills 
  1.14  revenue, training and experience revenue, secondary sparsity 
  1.15  revenue, elementary sparsity revenue, transportation sparsity 
  1.16  revenue, total operating capital revenue, equity revenue, 
  1.17  referendum offset adjustment, transition revenue, and 
  1.18  supplemental revenue; or 
  1.19     (2) the product of the district's adjusted marginal cost 
  1.20  pupil units and the average general education revenue per 
  1.21  adjusted marginal cost pupil unit for each contiguous district. 
  1.22     [EFFECTIVE DATE.] This section is effective for revenue for 
  1.23  fiscal year 2002 and later. 
  1.24     Sec. 2.  Minnesota Statutes 2000, section 126C.17, 
  1.25  subdivision 1, is amended to read: 
  1.26     Subdivision 1.  [REFERENDUM ALLOWANCE.] A district's 
  2.1   referendum revenue allowance equals the greater of: 
  2.2      (1) referendum revenue authority for that year divided by 
  2.3   its resident marginal cost pupil units for that school year; or 
  2.4      (2) the area-wide referendum revenue authority for that 
  2.5   year divided by the area-wide resident pupil units for that 
  2.6   school year. 
  2.7      For the purposes of this subdivision, "area-wide referendum 
  2.8   market value" means the sum of the referendum market value for 
  2.9   each contiguous school district and "area-wide resident pupil 
  2.10  unit" means the sum of the resident pupil units for each 
  2.11  contiguous school district. 
  2.12     [EFFECTIVE DATE.] This section is effective for revenue for 
  2.13  fiscal year 2002 and later.
