  1.1                          A bill for an act 
  1.2             relating to counties; providing for no net loss of 
  1.3             private land; proposing coding for new law in 
  1.4             Minnesota Statutes, chapter 373. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [373.031] [NO NET LOSS FOR COUNTY ACREAGE.] 
  1.7      (a) A county that has 50 percent or more of its acreage in 
  1.8   public or nonprofit ownership is subject to a "no net loss" of 
  1.9   private land policy. 
  1.10     (b) Before a public or nonprofit potential purchaser can 
  1.11  buy private land, the purchaser must put up for sale an 
  1.12  equivalent parcel from public or nonprofit ownership.  The 
  1.13  county board would have to agree to the terms of the sale.  If 
  1.14  the land put up for sale is not sold within two years, the title 
  1.15  reverts to the county board.  The county board must then try to 
  1.16  sell the land. 
  1.17     (c) A state agency, political subdivision, or nonprofit 
  1.18  organization may petition the county board for an exemption to 
  1.19  the policy. 
  1.20     Sec. 2.  [EFFECTIVE DATE.] 
  1.21     Section 1 is effective for any transfers made after July 
  1.22  31, 1999.
