relating to education finance; increasing funding for special education programs;
reducing the special education cross subsidy; eliminating the state caps on special

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2012, section 125A.76, subdivision 4, is amended to read:

State total special education aid.

The state total special education
