A bill for an act
relating to campaign finance; expanding a limitation on certain contributions during
a session of the legislature; amending Minnesota Statutes 2018, section 10A.273,
subdivisions 1, 3; repealing Minnesota Statutes 2018, section 10A.273, subdivision
2.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Minnesota Statutes 2018, section 10A.273, subdivision 1, is amended to read:
(a) A candidate for the
legislature or for constitutional office, the candidate's principal campaign committee, deleted text begin ordeleted text end a
political committeenew text begin , a political fund,new text end or new text begin a political new text end party unit deleted text begin established by all or a part of
the party organization within a house of the legislature,deleted text end must not solicit or accept a
contribution from a registered lobbyist, political committee, political fund, or an association
not registered with the board during a deleted text begin regulardeleted text end session of the legislature.
(b) A registered lobbyist, political committee, political fund, or an association not
registered with the board must not make a contribution deleted text begin to a candidate for the legislature or
for constitutional office, the candidate's principal campaign committee, or a political
committee or party unit established by all or a part of the party organization within a house
of the legislature during a regular session of the legislaturedeleted text end new text begin that the recipient is prohibited
from accepting under paragraph (a)new text end .
Minnesota Statutes 2018, section 10A.273, subdivision 3, is amended to read:
For purposes of this section, a "deleted text begin regulardeleted text end session" deleted text begin startsdeleted text end new text begin includes:

new text begin (1) a regular session of the legislature, beginningnew text end at 12:00 a.m.deleted text begin ,deleted text end on the first day of each
annual session and deleted text begin endsdeleted text end new text begin endingnew text end at 11:59 p.m. on the last day of each annual sessiondeleted text begin . For
purposes of this section, regular session does not include a special session or the interim
between the two annual sessions of a bienniumdeleted text end new text begin ; and
new text end
new text begin (2) a special session of the legislature, beginning at 12:00 a.m. on the day the special
session is scheduled to convene, and ending at 11:59 p.m. on the day the special session

A political party unit must not solicit or receive at an event hosted by a candidate for the legislature or by a candidate for constitutional office a contribution from a lobbyist, political committee, political fund, or party unit during a regular session of the legislature.
