A bill for an act
relating to education; requiring school boards to adopt student mobile device
policies; proposing coding for new law in Minnesota Statutes, chapter 121A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin "Mobile device" means a cellular phone, wearable device,
tablet device, or other electronic device that possesses computing capability or provides
Internet access, text messaging, e-mail, or digital voice service.

new text begin Model policy. new text end

new text begin The commissioner of education must maintain and make available
to school boards a model policy on student access to mobile devices. The model policy must
address the requirements of subdivision 3. The commissioner must develop the policy in
consultation with school boards, teachers, school counselors, parents, students, and other
stakeholders.

new text begin (a) Each school board must adopt a written policy
governing student use of mobile devices during regular school hours.

new text begin (b) The policy must promote students' emotional well-being and support students'
educational attainment goals.

new text begin (c) The policy must reflect differences in student usage of mobile devices among students
in elementary and secondary schools.

new text begin (d) The policy must include disciplinary consequences for violating the policy.
Disciplinary consequences must conform with sections 121A.41 to 121A.56. Each school
must include the policy in the student handbook on school policies.

new text begin This section is effective for the 2019-2020 school year and later.
